So says ESPN. This means that the Mets hands cannot be forced into bringing him back. I think it would be all but impossible for Tommy to perform here going forward, so a parting of the ways seems inevitable.
I will miss for Glavine for all the great attributes he brought to the table, on which I elaborated here.
Alas, Tom, in your final three starts, you have stomped on my broken heart. Why Tommy, why?

Having Glavine on the team was without question a benefit for the Mets over the last four years. He was, in general, a dependable guy who always remained classy and provided quiet, solid leadership.
That said, I do think it is time for him and the Mets to part ways, for a number of reasons. First and foremost is that his effectiveness has really fallen in recent years, and he is almost solely reliant on who is calling home plate. At best I think he is a #3 or #4 guy on a team that really wants to win in the playoffs and have a shot in WS. Next is that I think his heart never really left Atlanta (nor did his home), and that seems to be where he'd probably prefer to be (all things being equal, i.e. salary). Finally, he was not there when we needed him down the stretch, and I think the Mets could just use some fresh blood on their roster.
